Looks like an Eriba Puck to me. If so, then the only thing molded fiberglass is the top.

Have since found this website:

BUGPUCK - ERIBA PUCK

The round thing in front of the Puck is, I think, a buoy. This guy collects all manner of strange things and plops them in his yard located on 3rd (Hwy 169) between Baker and Lawson.
On Google Maps, you can see the buoy, but the Puck is not there, yet.
