You bet it can! This looks like the open plains along I80, I25 or I15, somewhere in Nebraska, Colorado or Utah. The microphone seems to be picking up a lot of wind noise when he is outside. Those cross winds can be ferocious.

Ferget the Plains: The Santa Ana winds turn over RV's & 18 wheel trucks near the I-15/Route 60 interchange by Ontario Airport, as well as up the I-15 towards Cajon Pass, on a regular basis.

Fortunately most of the RV drivers seem to heed the warning signs and slow down, not so for many truckers.

I had a semi end up with a semi and his trailer sideways in front on me a couple of winters ago in Nevada. The funny part was I didn't even realize it was all that windy until that happened and I stopped and got out of the car...... and yup I was pulling the trailer at the time.
