With DTV, the offering varies depending on the customer location. I doubt they will partner anywhere with cable, since that competes with their core business, but they are partnering with phone companies, WISPs, and other sorts of connections where those are available.
For remote customers, both DirecTV and Dish have signed with WildBlue to provide satellite internet. This will be bundled, not separate bill like DirecTV/Direcway.
BTW, Dish did not start, or ever own, Starband, they simply offered Starband service (which was bundled, back in that era).
They ended it as part of their maneuvering when they were trying to buy Hughes, which included DirecTV and Direcway.
