Electric/water vs full hook-up

This may be a really dumb question .... But what is the difference when a campground lists both electric/water sites and full hook-up sites?

A full hookup includes sewer access without having to haul the trailer to a dump station if your tanks are full.

Camp grounds usually have a DUMP site on the way out where you can pull the camper up and dump the Grey and Black (G/ tanks. If you are only going to be there a short time and don't think you will actually fill up your tanks then this is a cost saving measure. Also: You will see campers with a blue portable tank with wheels and they use that to move their contents of their G/B tanks to the dump site.
