Raising the price of a "Seniors Pass" will only benefit the NPS if the money goes to the NPS , Congress does not cut the funding for the parks to compensate for the increase in the Senior Pass income or the Parks are not privatized and the money does not end up in the pocket of some corporate entity.
Since it is unpopular to raise taxes for the public good , we raise user fees . A difference without a distinction.
