Senior Citizen Limited Income Pass - No Charge
Good for 50 percent discount on nightly camping/moorage. Free watercraft launching and trailer dump. Valid year-round. Offered to Washington state residents 62 years and older with an annual household income of $35,000 or less. Applicants must also meet the requirements for a property tax exemption under the Revised Code of Washington 84.36.381. "
I believe the above have to be renewed annually.
Where did you find a Lifetime Senior Pass?
Also, I just found this on a Federal Pass FAQ site, so the Federal Senior/Access Pas can be used to get the WA/OR Rec Pass which is also good for boat launch and dump at 23 WA state parks:

Answer: The new Washington and Oregon Recreation Pass is honored for day-use at all Forest Service, National Park Service, Bureau of Land Management, and U.S. Fish and Wildlife Service sites as well as offering access to Oregon State parks & Recreation Department day-use fee parks, U.S. Army Corps of Engineers fee sites and 23 (of 120) selected Washington State parks and Recreation Commission parks charging launch or trailer dump fees.
