If you have not confirmed grease contamination it probably isn't.
If your brakes are ineffective, you should know that trailer brakes are not self adjusting and must be adjusted occasionally by hand.
Check the wiring visually and by having someone apply the brakes while you listen at the trailer wheel (while stopped of course
)
If there is something wrong with the brakes , like a broken shoe or a worn magnet, Or even grease contamination,then it would be best to just go ahead and replace the loaded backing plate and have the drum resurfaced if needed.
