It appears, to me, to be parts of a lock that's designed to prevent the hitch on the trailer from being used. It locks it in the closed position. But, you're missing critical parts. ( I use one ).
Wonder why the other item doesn't have a hole in it unless it was on the other side and not drilled all the way through.
I know some refrigerators have a little gizmo like that on which the door pivots. So there is another guess.

it is the same piece...it looks exactly like the pic glenn posted. i bought my own lock. the previous owner did seem to lose or keep a few things...thanks for solving the mystery
