My 1990 Scamp had had a new hitch welded on when I bought it and the weld had obliterated the VIN. In Wyoming, I had to apply to the state for a new VIN. Once the number was assigned to me, I stamped it into the tongue in front of the
propane bottles using a punch set borrowed from a welding shop. Once the new VIN was in place, a trip to the police department for an inspection and then on to the county clerk for the rest of the licensing procedure was all that was required.
My first contact with the county clerk's office didn't provide me with the solution, but some internet work, a state policeman and then a contact in the main state office set me off on the right path. I suspect most other states have a similar solution.
