You haven't said whether or not you have inspected the brakes.

A leaking seal will put enough grease between the magnet and the drum to lower the braking action.

Also a little grease on the brake shoes themselves will cause a loss of braking on that wheel.
I inspected the brake shoes when I had the wheel bearings cleaned, inspected and repacked. The grease seals were replaced at the same time as they were damaged during removal. No grease on the shoes and there looked to be about 1/4" of lining depth left on the shoe. I wish I had thought about brake adjustment at the same time but it's been a long- long time since I've seen drum brakes that weren't self adjusting.

Even with self-adjusters, I always manually adjust to something close when the drums are taken off, so they will be right without waiting for enough brake applications to take up the slack... but then with the cars I rarely take a drum off unless I'm putting in new shoes.

Information is good. Lack of information is not so good, but misinformation is much worse. Check facts, and apply common sense liberally.
