There were a lot of bad clear coats on new cars in the 90s thru early 2000s. Water-borne base coats were being phased in and two-stage
paint systems took over from single stage. The later model Burros fit that timeline and may have used some of the same finish materials.
Could also be one of the add-on "protective coatings" the RV dealers love to sell... Don't remember the name of the product my finance guy at Holiday World RV tried to sell me, but a quick google search for reviews (while sitting in his office) made saying No very easy. The search even turned up a few product complaints with the Better Business Bureau...
Whatever you've got, my guess is it's a spray finish that's failing.
Abrasive removal by sanding and polish seems inevitable.
