When our converter is plugged into 110v "shore power", the voltage at our 12v DC plug usually reads 13.6v. When nearby air conditioners cycle on and off, I suspect that there is a spike in the AC voltage that translates into a corresponding spike in the DC voltage.
If I am remembering correctly, if an LED bulb is not designed to handle fluctuations in voltage, some of the
light emitting SMDs can burn out or start to flicker on and off.
I have had to replace a number of cheaper LEDs because they were flickering.
Perhaps someone else may have a better explanation.
