'89 scamp 16 foot fresh water tank question

Readying Scamp for a Sawtooth Mt adventure & decided to fill fresh water tank for 1st time. Don't have a clue what happened but there is a hose outlet on bottom of rig that has no clamp or other stopper which allowed all the water to drain out. Will attach picture. Should there be some kind of clamp on this hose? Also, where would I find other info on the whole configuration of the fresh water tank & how to use. Stupid me, thought once again this would be easy! Thanks for your help!

There is no clamp on the underside of the trailer. Inside the trailer on one end of the tank there should be a plastic fitting coming out of it that you open to drain the tank and close to keep the water inside.

Edit to add: go the Scamp website and download the owners manual the trailers haven't changed much at all over the years or watch their videos as to how to do things.

Thanks. Located the stopcock & filled tank. Turned on pump & it didn't work. Am I correct in assuming that the pump is probably "bad" & needs replacement? I checked the breakers, both are on. Battery is fully charged.

Do all your 12 volt lights work? Did you check both inline fuses off the battery as well as fuses inside your converter?
