a dumb question

ok, this may be a dumb question... but what does the weight rating on tongue jacks refer to? ie. typical ratings are 1000lb, 1500lb and 5000lb is this the total tongue weight or trailer weight? I am confused because 5000lb tongue weight seems like it would = one massive trailer.

This is just my opinion, but I always thought it meant that was how much weight that jack would lift.
