If it's low on freon it has a leak and it does not take long for all the freon to leak out resulting no cooling.
So I don't think low on freon is the problem here since it seems to work.
The AC in my 17' Casita
is 7150 btu and is 16 years old and given time can get the temperature below 70 on about any day. On a 90 day in the sun it takes about an hour to lower the temperature 10 degrees.
After cleaning the filter as mentioned the first thing is to get some temperature readings.
Both inside the camper and ambient.
That way the OP has first hand experience on the AC's performance
