how do i attach the bars to securely hold up the top bunk? there are wire loops on
one end of each bar but i cannot see what to hook them around to stabilize the top bunk (i.e. the top of the back of the sofa?)

Assuming you have a 13 ft Scamp, the loops should fit over pins that protrude from front bottom edge of the top bunk. Then push up hard to insert the other end of the bars into the sockets on the fiberglass portion of the bottom bunk. The loop hooked over the pins keep the top of the bar secured and the sockets on the bottom bunk keep the bottom of the bar in place.

Perhaps the pins are missing. In that case you will need to obtain replacements or use suitable sheet metal screws.

On my 91S13, the pins are indeed screws and can be tightened after the loops are properly installed. Even if the pins or screws are gone, the holes should be there.
