Grinding and scraping old ensolite

Hi,

I'm in the process of scraping and grinding the old ensolite.
I'm very carefull not to tought the fiberglass, but the old glue still there.
Will the new 3M77 glue stick on top of the old glue or do I have to remove it.( you can see on the picture)
If I have to remove the old glue, how do I do this with out toughing the fiberglass.?
I would like to glue Reflectec before vinyl.
I have a lot of questions,but it's all new to me..
Hope you can see the glue on the picture.

I removed mine for fiberglass work, but I found a composite "wire" wheel at menards that works well. It will get into the fiberglass, but if you pay attention, it works great.
