How to tell if converter is charging battery?

I know I saw this question answered someplace, but I can't find it when I need it. I rewired my Scamp, replaced taillights/marker lights, tested with shore power and TV plugged in. All worked fine. Today I hooked up the battery, all 12V works fine, but battery reads about 12.3V. How can I test the converter to insure it is charging the battery?

When the converter is charging you should have about 13.6v.
Check the 120v converter breaker and also there may be a 12v fuse on the converter.

I don't know if your scamp is set up like mine or not BUT my converter has a regular 120v plug that plug's into the back of the 120v breaker panel.

My plug comes Unplugged. = no charging
