leaking window

finally removed a window with very rusted screws, did what was needed & put it back in the wall. Only trouble is, the window is not original & whoever enlarged the hole made it too big. From the outside the window looks like it fits however from the inside without the frame, I can see it barely touches the fiberglass in a couple places.

So, what do you think would work well to keep it in place? Do I pack the gaps with more tape, use the 3M caulk, house window foam, shape little wooden filler bits, ?????

As long as the outside frame has adequate coverage, it would be a simple thing to fabricate a flange for the inside from sheet metal held firmly in place by the original inside frame... or make a whole new inside frame from oak using the same method to attach it to the outer frame.
