I have a 2000 Scamp 16 and want to replace the tailights to LED as a safety reason.
Has any one done this?

Oh yeah, many have changed them out. The only problem is LED lights don't have a built in license plate light and that may be a concern for you.

For instance, here's a link to a place to purchase: School Bus Parts Co - LED Page 1- Warning, Stop-Tail-Turn. Look about halfway down the page.

Instead of replacing the stock taillights, I added another set, one on either side of the window. You can see a pic here: http://tinyurl.com/n6vv6l

Well, I have to be honest -- they look a lot better on the outside than on the inside. My plan to "snake" the wires behind the rat fur went awry when I found out how tightly glued it is to the shell. I did manage to conceal the wires, but there's a visible "scar" where I cut and peeled back the fur.

Another idea, rather than changing the tailights to LEDs (because of needing that pesky license plate light), how about a third brake light? Gene Layton has a write up about how he did his and it's mounted to the top of window frame... no drilling into the exterior body:
