I must confess that's the first time I've seen those buzz words used together like that. There is a certain amount truth to them.
Standard LED implementation design in anything is to have a series resister, voltage regulator or not. Cheap LED replacements for standard lights could eliminate the series resister and they rely on several LEDs in series. Poor design.
