I really know nothing about how this all works, and this probably sounds stupid, but is it possible to sell it to someone here whose state will give it a title and then buy it back after that person gets it titled?

This is illegal everywhere because anyone could put any number on any vehicle.

If you read my post, I'm putting the number from my title on my trailer, I'm not making up a number. It is my VIN and I can stamp it as many times I wish, just like cars now have it in multiple places to prevent "chop shops" selling parts.

Duplicating a lawfully stamped, original number is one thing- presumably you can show an inspector the original stamping.
BUT:
Anyone can have a title with a number on it.
You can't just take a number off that piece of paper and stamp it on what amounts to any vehicle you choose that lacks a legal stamping .
What would be the purpose of the system if such shenanigans were allowed?

I do not wish to argue with you and maybe Washington has problems with titles, but here in Pa. the number that is on the title came from someone @ DMV verifying that number existed on the trailer. They then issue a title with that VIN, it is only assigned to you, no one else. You can search VIN# and obtain owners names, I have done it. No anyone can have a title with a vin on it, it has to be visually seen by dmv or state police. Why would I want to stamp my vin on someone else's trailer?
The label with my vin is slowly deteriorating and before it is gone, I'm going to duplicate it in several places, both inside and outside.

As you say, there has to be an original number on the vehicle to verify to begin with.
And I'm pretty sure that VIN's are permanently issued to vehicles, not to owners, and that legally issued number goes on the title.
Even in Pennsylvania.
Not that Meghan has a title, either.
