How about asking DMV if they can back track the title through the old plates.

Bill, When I called DMV they say their records only go back to 2002 (?!?!?!?!) We called another DMV and asked them"what if a murder occurred in a vehicle, what do you do to locate the vehicle owner?" I mean...2002?!?!?!? How can you delete all your records from that long ago?????? So someone is looking to see if there are archives. Someone did this before with the same trailer same missing VIN

Why is it illegal to put your vin on your trailer. If your title has the vin and you got that title with your trailer, then it is not illegal to stamp your vin, just like stamping your last 4 digits ssn on tools and other items you own, it is a way of identifying something you own.
You can buy the die set at Harbor Freight, I'm going to do mine as my vin is slowly disappearing off my label.

Was told my Play Pac is garbage
After doing all my research before purchase and getting all MY ducks in order and jumping through their hoops, I was told today my play pac is garbage and not worth a thing. Yep...exact words. Despite being told they will assign me a vin that I can then use to get a title. They now dont know what to do. I filled out their form, paid their fee, just like they told me. Went to the guy who was supposed to inspect it to make sure it isnt stolen, and then issue me a vin. They didnt tell me they think its stolen. I have a bill of sale and letter from the person who owned it for the last 10 years. And yet...for some very unclear to me reason, wont give me a VIN. I want a crying emoticon...because thats what I am doing.

This is illegal everywhere because anyone could put any number on any vehicle.

Duplicating a lawfully stamped, original number is one thing- presumably you can show an inspector the original stamping.
BUT:
Anyone can have a title with a number on it.
You can't just take a number off that piece of paper and stamp it on what amounts to any vehicle you choose that lacks a legal stamping .
What would be the purpose of the system if such shenanigans were allowed?
