I'm pretty sure that all recall letters from manufacturers go to the last owner-of-record in their files. Unless they've been notified of an ownership change, they couldn't notify anyone but the person that bought it from the factory.

Do you have reason to believe there are any such recalls related to a particular Scamp year/model? If so, I'm sure Scamp would be happy to give you that information. I don't see anything at the U.S. recall site ( link), but that would only list recalls reported to the government office recording same.

When I bought a used Scamp I did get one from them. However check with RIV because when I spoke to them they said they didn't need it even though it said they did on their site, the border didn't care either.
I didn't bother with my Casita and they didn't ask for one.
I would call RIV and the border you are crossing at to be 100% sure.

However depending on how old the Scamp is you may not need to go through the RIV process.. Best check the RIV and CBSA site.
CBSA will check the VIN and the safety compliance sticker

Good point Brian, on RIV site looks like if date of manufacture is 15 years or older you don't need to go through RIV.
