How do I know if any rivets need replaced?

Generally, if they aren't leaking I wouldn't do anything to them. (If it ain't broke, don't fix it.)

Maybe change the white plastic rivet caps if they are missing or cracked. If your Scamp is a deluxe with wood interior their are screws under the caps.

I've seen them at my local hardware store in the hardware dept in the assorted hardware

You can find some sizes in local hardware stores but the longer ones can be harder to find.
