8" & 10" steel wheels with 4 x 4" and 5 x 4.5" bolt patterns used on tent & utility trailers are readily available.
I would lay down a few strips of 1/4" plywood to roll it on to not mark the floor.
Here's one at HF that might work if you throw away the tire and the center hub, super cheeeep.

Ooops' Actuially I was in H/F this morning and looked at that tire & wheel and Brian is correct, the pic had me fooled.
But the 8" tire and wheel is only about $20 and has a 4 on 4 bolt pattern/.

My 8" golf cart wheels (not matched set, as they were yard sale items) fit fine on one side, and the other side needed 1/2" spacer on the studs so the wheel would not get pressed onto the brake drum.

Maybe it's the "Yard Sale" wheels that are different.
Those yard sale sellers will tell you anything to move their stuff, even "Yep, it'll fit"

It might be mismatched wheels, but then again, when I purchased our used 1990 Scamp, one side had studs, the other bolts to hold the wheels on the hubs. I added studs to replace the bolts, so the hubs probably have a slightly different shape, so the 8" wheels might be more alike, leaving only the different hubs to be the difference in fitment.

After almost losing a wheel, the studs were so damaged, they put a new brake drum on. The bolts are a different colour, but that's it.

I bought some 8 inch wheels but never open the box. It still wount fit in my HOA garage.
I am just asking or axin. If your 8 or 10 inch wheels wont fit due to the ele brakes, can you just flip the wheel? In other words, make the outboard side inboard? Not like your going to drive it down the road.

Now that's creative thinking: treat it like a dually wheel, which can be flipped to inboard (around the brakes) or outboard positions.
Unfortunately, in addition to the issue of whether or not the wheel would seat properly on the hub (I don't think it would), there is the problem that typical trailer wheels have about zero offset: the wheel would sit in about the same place even if you could flip it around.
