Yes, the inside or nominal width is the one that is shown in tire spec charts for compatible wheel width, and the one given in any description of a wheel width.... I'm just saying you don't need it for offset measurement.
This width is usually stamped somewhere on the outside of the wheel, so you usually don't need to measure it. Also, wheels essentially always come in whole multiples of 1/2", so you can estimate from outside width: in this case, with an outside width of 5-1/8" the nominal width can't be as large as 5" and the lips of the steel rim are not so thick that it would be 4", so it's almost certainly 4-1/2" in nominal width.
