It hangs down near the rear bumper on my haul.

Keeps ya from tail dragging going up in sharply inclined driveways.... Now you get to listen to that rather than the horrifying schreech of your trailer boomper...... Just be careful crossing railroad tracks 'cause you just might leave it there.....

That looks like the Super Secret U-haul Document Holder.

U-haul put tubes under the bumpers of the trailers in which they would stash rolled-up paperwork. Anything in there? Maybe you've got lucky and there will be original documents!

I don't know what a tag axle is, but just in case it sounded like I was joking, U-haul actually did have a tube welded to the frame for storage of rolled documents. It was just ahead of the rear bumper, underneath the trailer.
