No, Tie Down makes the torsion axles for Snoozy trailers. I just thought that if they can make one that wide, they probably can make one that's more narrow if they have the size and attachment details.
The ideal way to go about this would be for a trailer repair shop to source the axle because the shop would know how to take the measurements and would have supply contacts. But a given shop may only have supply arrangements for one brand (Al-ko, or Dexter, or whoever). If the OP hasn't been able to get what is needed through whatever repair shops they've tried, my thinking would be to contact some axle mfrs like Flexiride or Tie Down and ask if they can build an axle of the needed width, and if they can, follow the supply chain from distributor to a nearby shop (find out from the mfr what local place handles their brand).
But this is just my idea. Someone else might have a much better idea of how to go about it. Maybe someone has actually replaced their Burro's axle and will tell about it!
