Ok. New axle welded on! These are the wheels I bought. Is the hole in the wheel supposed to be a close fit to the center of the hub or do the tapered lug nuts do the job of centering the wheel? Do I need to get different wheels??

No, not normally with trailer axle hubs; they are not hub-centric.

But wheels on egg campers should never be egg-centric.

Looks fine. If you look at the area of the hub where a wheel centre hole would need to fit to hub-centre, you can see that it's not machined to a good surface, confirming that the wheel shoukd not touch there and it is intended to be bolt-centric.

They were literally some of the cheapest I could find:
13" x 4.5" White Spoke Trailer Wheel with bias ST17580D13C Tire Mounted (5-4.5" bolt circle)

We'll see how long they last. The rims are a match for the ones I took off, with the red and blue striping. I have no idea if they were the originals.
