Keats' works = the works of Keats.

Nouns that end in "s" get an apostrophe and another "s" for possessive singular- that's how we know the noun is singular: "Keats's" denotes one "Keats". See here

If a word ends in -s, then you can make a possessive either by adding -' or -'s. Either is correct. the rule is to be consistent in your document:

My "College Handbook of Composition" states that Keats as a possessive could be either Keats' or Keats's with the latter being pronounced with an added syllable, ie Keatses.
