When I was a kid we had a boat trailer with the same problem. My father ran a car dealership so we wheeled it into the body shop were they had anchor chains hidden in the floor. We tied the axle down at the wheels and put a floor jack in the center and jacked it up until the axle was straight and welded a length of angle iron to the axle. We dragged that heavy old wooden boat 100's of miles without changing the tires.
