In Alberta and many NW states it can be done, but I know at least here the first trailer has to be a 5th wheel.

In most states, if the first trailer is a 5th wheel (or gooseneck or Scamp or ????) this is usually allowed. That looks like a train wreck about to happen though.
Add to that, who wants to buy a BigFoot that might have a damaged frame.

I bought this Bigfoot, it is in excellent condition. However, I do believe it is illegal in Ontario to tow 2 trailers with a regular license, but previous owner may have a higher class of license.

Even with a commercial driver's license, the rig would need to meet commercial vehicle standards... and I'm sure this doesn't.

It's legal with a fifth wheel in ks, mo, ia, and mn, I plan on doing it when I get the hitch done on the scamp.

... and must have tandem axles, and must be the longer trailer. The combination with tug cannot exceed 20 metres in length.
