It's not just towing capacity you have to consider.
Low tongue weight capacity is a problem with Subaru.

the older foresters (ours is 2006) have a 2400 lbs load rating
and we got it loaded for camping under 2400 lbs and at 200 lbs hitch weight
sway is gone completely and we are very happy
