I tow with a Volvo V70. For the last year, we have towed without brakes
on the trailer, with NO DIFFICULTIES. DH is positive the brake requirement is strictly written in by predatory trial lawyers.
Yesterday, as he was towing it in to get the axle
replaced (and brakes installed), he had to come to a hard stop on a steep downhill. He noted that the car handled it very well, no stress, no danger.
We're doing the brakes simply to be more than safe (and conform to the V70 safety standards).
That said, we're towing a Lil Bigfoot
, 13' trailer. YMMV!
