What exactly does this mean? Mine is a 76 but no one offered me any special registration or plates...what gives?

It's an Arizona thing, Jonathan.

Jonathan, it depends upon the state of registration... Oregon doesn't have any such thing either. Full price forever... unless parked permanently.

Don't feel bad Jonathan. I don't think our California governor, "the Terminator" allows any special deals for older vehicles either, except smog exemptions for vehicles over 20 or 25 years old, and that won't help for the Scamp. Does anyone know anything different? We'll have to "bite the bullet" too! Oh well.

Well, it's really ours! Made a turnaround trip from Ventura County, CA to Prescott, AZ, leaving Sunday morning and returning Monday afternoon. Probably the most impulsive thing we've done in a long time, but we are so excited and happy with our little Scamp!! It is in beautiful condition, considering her age (yes, she is definitely a she!!). We were able to tow her very easily with our 4 cylinder 5 speed Saturn VUE. Spent overnite at a campground in Quartzsite, AZ. Quite the experience! Thank you all so much for your help, especially you, Greg. So glad we acted so quickly, as there were several other buyers waiting in case we didn't follow through/show up. Whew!!!
