That bike is a Solex. It is small two-stroke gas engine on the front with friction drive. The top speed is about 20 MPH. I have three of them in addition to almost 15 other pedal mopeds from the 70's. (It's just one addiction after another!) They still make the Solex but a new one costs around $1500. Better off buying a nice used one.
