First I'm a little confused with your numbers. Do you have a PD-4045 Power Chassis or some other model of converter. A power chassis includes an AC to DC converter, battery
charger, AC & DC Distribution, circuit breakers, fuses, etc. A converter is the DC power source/battery charger only.
One tip that might get you going, IF it is a PD-4045, is that there is a power wire for the converter section that has to be connected to a circuit breaker during installation, otherwise the DC section stays dead.
The usual circuit breaker layout is: 20-30 Amp Main (back fed, bottom to top buss bar), Converter, usually 10 amps, Outlets, usually 15 amps, AC appliances such as a microwave
and a breaker for an air conditioner if used. DC comes off of the numbered pigtails and require fuses be installed
My bet is that the power wire for the converter isn't connected.
