Shore water stutters - Fiberglass RV

I've been fulltiming for just over two weeks. I don't know whether it's gotten worse, or just bothers me more. When I turn on the water (hot or cold) it starts strong, then becomes a trickle, then gets stronger.
Does this indicate that I bought a cheap (poor quality) water pressure regulator?
I understand the water pressure here is very strong and a regulator is required.

I'd bet it's no big deal. It might be caused by your water heater heating water, causing it to expand and raising water pressure. This will be seen by your pressure regulater and it will shut off the flow. Since the water pressure is very high, it will take a moment or two for the regulator to react. Have you tested your plumbing without a pressure regulator?
