What size is the tire itself? There can be quite a difference in height/width in
tires that fit a particular wheel size. Especially on older trailers, folks may have replaced OEM sizes with "anything that fits the rim", perhaps inadvertently putting a taller/wider (or both) tire on.

tires are typically narrower than those on, say, passenger cars. Though not a difference striking to the eye, extra width can indeed make it hard to get a tire out of the well.
