The big issue is that congress has to designate funding. The president can ask for all the money the parks need but congress tends to shoot it down. The National Park Service has been underfunded for decades as a result.
I suspect that part of the problem is some politicians and business interests out west are concerned that if more people went to the multi-use areas of the parks and saw activities like logging or mining, laws might be passed to restrict such activities.
I have always thought that instead of clear cutting, the government should subsidize selective tree culling. That would certainly help with the whole Wildfire issue. I don't mind my taxes going towards paying companies to do something that will help everyone since we all pay for homes, businesses and other losses due to wildfires.
