The current issue of Trailer Life (May 2009) has an article on the pitfalls of buying used RVs or tow vehicles. Same old advice: Buyer Beware! If you have 28 reports, read them. Check the title
carefully. Get a mechanic/technician to inspect the vehicle. You can't do too much research. There are still some flood vehicles out there, not to mention total wrecks that have been spruced up for a quick sale. There is really no limit to the ways clever people can scam you. IMHO, the fact that there are 28 reports is a red flag. Buying a certified vehicle from a reputable dealer is usually safer.
