I suspect this is for those who full time in their trailers in full service RV parks.
In cold weather its much cheaper to just attach the hose just long enough to fill the water tank and disconnect & drain the hose completely. Have found that many camping spots turn off their water connection completely during colder weather anyways.

Our local park in Salina, OK closes their gates and padlocks it.
