Pretty sure that pic goes back to about 2003-4 in Saskatchewan Can.
I might be wrong and have been before but Im sure Glenn (a shirt tail relative of mine and rural cop) said he seen this on some back road west of Saskatoon, my home town.

Don't open up the tow vehicle capacity argument again, you should not tow a trailer with only 2HP.

Not to mention that the axle looks completely pounded down and I bet it has no brakes... Except for what's on the end of those reins!
