Looks like something that might have happened in the oil sands fields. Lots of folks living in whatever kind of RV they could pick up. They had to get them to the parks to set them up for full-time living using whatever vehicles they had.

It's certainly risky, but the oil fields, at least in the early years, were a pretty wild, frontier kind of place, with people just doing what they had to to get a roof over their heads. On back roads, really slow,...

Looks like this guy could use some ballast in the back of that tug.

I wonder what the hitch weight was, -500lbs?

Though I would not put it past someone to try, but this might just be set up like this to make a video, or move it a short distance. On any highway, there would be catastrophic failure at even a modest speed.
