I found the articles questions funny. it asks "Why it was their responsibility to make sure that Speronis’s environment was safe—since her environment affected only her—is unclear." this is in reference to why the city want to check her electrical.

Although the writer may believe her electrical situation impacts only her they could be very wrong about that should the house catch on fire due to her failure to have taken out a permit and have the any changes she has made to her electrical system to accommodative her solar system inspected. Grow ops in cites are also a big concern as they do have frequent fires due to wacky wiring and they can & do take the neighbours homes down with them. Same with serious hoarders the can if things get out of hand have an unsafe living conditions that not only put them but their neighbours at risk. Thats city living for you! ;-)

She wasn't "punished for living off-grid".

She was told to stop freeloading on other taxpayers who were paying their share of the infrastructure costs in the jurisdiction she owned property in.

If she'd like to live "off-grid" and unmolested, you may inform her from me that I'd be happy to deed her ten thousand square feet of undevelopable property here in Washington State in exchange for that worthless-to-her hunk of land in an expensive Florida zip code...

And btw, there is a lot to be said for decentralization of infrastructure functions for the sake of energy conservation, stormwater management, etc; a colleague of mine is working on models and frameworks for decoupling how we do urban water systems from the big technocratic giant-pipe waste systems. It can make a lot of sense, and has the potential to save cities tons of money, when done in a reasonable coordinated fashion, less so when random people decide to unplug and throw their waste in the back yard.
