You probably have an insect nest in the burner tube restricting air-flow and therefore the air/gas mix. Remove the stove top. You may see the blockage at the air intake of the affected burner or be able to clear it by inserting a small, flexible tubing or wire into the tube through the air hole. If you happen to be a brass player, a cleaning snake would be the perfect tool.
