Shantytown Thread

I was very much enjoying the opinions and humor that was offered up in BatDude's thread, Park Model="Shantytown". But when I wanted to contribute my comment I was disappointed to discovered that the thread was closed. Are there rules or guidelines for posting? If so where are they listed?
