Roof Repair

Hi All, I have a 17' trailer called a Kustom Koach, very similar to a Bigfoot. We've been busy this summer so I haven't even taken it out yet but today I was up on a ladder and I see this around all the vents. It appears that there was gel coat (?)(the chunks that flaked off are quick strong) that covered the flanges of the vents and it's failed. How would you repair this? The trailer is under cover so I don't think it has leaked but I obviously have to fix it.
You can see the texture of the roof and how it has a margin of smooth glass around the vent. There are 4 vents, they're all the same.

Not gelcoat, its some type of sealant. I would scrape it all off, then you have two options:

- If the roof vent frame is leaking, remove the roof vent by drilling out the rivets (EDIT: Actually looks like you have square drive screws), then clean everything up with alcohol or acetone and re-install the roof vent sealing it with butyl tape. Fasten with rivets or stainless steel screws.

- If the roof vent frame is not leaking, clean everything up with alcohol or acetone and re-seal with Dicor self leveling RV sealant. (EDIT: The Dicor should completely cover the seam and all fasteners.)
