How are the chains to be attached? Is there a right and wrong way? Please post the right way as we may be doing it wrong!

And the electrical connection wires -- where do they go -- under or over the chains?

The hooks on the ends of the chains come up through the holes, not down through.
The electrical cable should NOT be under the chains. It shouldn't be close to the chains or least not close enough that the chains can rub on it.
The chains should be crossed under the tongue. (It's the law in Oregon) The crossed chains will cradle the tongue and prevent it from digging in if the couple should fail.

Expanding a bit on Byron's excellent post:

The chain on the right side of the tongue hooks into the slot on the left side of the hitch. And vice versa. Once hooked up, the chains form an 'X' under the trailer tongue.

Just to reply to Byron's Link.....
The system looks like it would work pretty good but one thing bothered me when i went to the purchase link. They had the price for new and a price for refurbished....... If they are that good how did they get so many back that had to be refurbished..... looks like they might break pretty easy if you backup too far. This may really be a great item but the previous gives me cause for concern.
